How does your Prediction Program cope with Relegations and Promotions?

At the beginning of a new season our Program ranks each Relegated and Promoted team in its new Divisions based on how it performed in its previous Division, and then it creates artificial match results for each such team. Week-on-week, as each succeeding match is played, the actual match data then replaces the artificial match data in order to recalculate the updated Win Quotients for all the teams.
