How does your Prediction Program compute the Win Quotients?

In essence, the Program calculates the Win Quotients based on the total points a team has earned compared to the maximum number of points that, in theory, could be obtained.

At the start of the season the points earned for the "Staying" teams are based on what was achieved in the previous season, while the points given for the Relegated and Promoted teams are calculated by reference to the artificial matches created by the Program to create a "Starting Matrix" of match results and associated score-lines for the new season.
